CAA finance chief in questionable laptop purchase Featured

The head of finance at the Civil Aviation Authority (CAA) has got involved in a questionable purchase of 35 laptops for newly-recruited officials.

According to sources in the Authority, bid had been called without following the due tender procedure.

John Keells had placed a bid at Rs. 145,000 per laptop, while the price of the other bidder, Epsi, was Rs. 167,000.

Subsequently, at a second submission of bids, Epsi placed its bid at Rs. 141,000 with the intervention of the head of finance of the Authority.

He then pressurized the technical evaluation committee and got the tender awarded to Epsi.

Documents of the deal are now missing, sources add.
