The company has misled both committees by submitting a completion certificate issued by a consultancy firm for fuel tank farm project in Athens airport.
An inquiry made from the Athens airport authorities revealed that this company was subcontractor of the joint venture comprised three Greek Companies which was given the contract to carry out the fuel tank farm project, one of the bidders said.
In a letter, the CEO of Aviation Fuel Services SA at Athens airport ha stated that that Metron Energy was never involved in the project directly.
This Company has also submitted forged documents to prove their financial status claiming that they have carried out a fuel terminal construction of the magnitude of US$ 25 million
It has no experience as a contractor who has successfully completed a minimum one EPC/ Turnkey project and complexity equivalent to the works at international air ports over the last ten years.
The other bidders participated in the tender opening, told the Business Times that documents submitted by them have not been scrutinised by members of CAPC and TEC for its authenticity and they just awarded the contract to Metron Energy.
In a letter to the CPC Chairman, Trade union members noted that the same tender was called twice, one was on Jun 18, 2015 and the other was on Apr 29, 2016.
The first tender was cancelled by the same CAPC and TEC without giving any valid reasons.
Re-development and upgrading of Bandaranaike International Airport (BIA)’s Aviation Refueling Terminal and the existing Fuel Hydrant system have been placed at a grave risk by awarding the relevant tender to an inexperienced and technically incapable company based in Greece.
CPC trade unions have brought to the notice of Petroleum Resources Development Minister and the Chairman of the CPC that the Greek Company Metron Energy has submitted forged documents to the Cabinet Appointed Procurement Committee (CAPC) and Technical Evaluation Committee (TEC) to win the contract.
