Gazette gives Ranil powers on national development policies Featured

A new bill titled ‘development (special provisions)’, publicized in government gazette on November 25, gives powers to national policies and economic affairs minister to accelerate the development process.

Prime minister Ranil Wickremesinghe holds this portfolio.

It makes provisions for creating a national policy on all subjects regarding the development and for economic development, establishment of a development agency, policy making for rural modernization and regional development.

Accordingly, the final authority in all affairs excepting international trade, whose subject minister is Malik Samarawickrama, will be vested with the prime minister.

No civil or criminal case can be filed against the decisions taken by state officials appointed to the agencies and other institutions under the bill.

A policy development office will create a national policy on all subjects regarding the development and for economic development, while the development agency will be the decision-making body, which will have a managing director having the same powers that of the subject minister (the PM).

Decisions taken by this executive officer will be implemented subjected to approval by the PM.

The cabinet gave its approval to this bill in October on a proposal by the subject minister.

This bill needs parliamentary approval and the Supreme Court could make a ruling as to whether its provisions are consistent with provisions in the constitution.
