Sub-committee to set guidelines for a more efficient public service

The Sectoral Oversight Committee on Open and Accountable Government has appointed a sub-committee to prepare a guideline proposal to make the public service in Sri Lanka an efficient and friendly service.

 This Parliamentary sub-committee Chaired by of Udayana Kirindigoda, consists of 14 members of Parliament including Jayantha Weerasinghe, J. C. Alawathuwala, Mohomad Muzammil, Chaminda Wijesiri, Sanjeeva Edirimanna and Gunathilaka Rajapaksha.
Vice Chancellor and Senior Professor (Chair) H.D. Karunaratne, Prof. Priyanga Dunusinghe, Department of Economics, Dr. Janaka Fernando, Head of the Department, Department of Business Economics, Ashoka Dias, Director of Capital Maharaja Group, Rohana Hettiarachchi, Chairman of Pafferal Organization, Dr Vinya S Ariyaratne, President of Sarvodaya Shramadana Movement of Sri Lanka, Chairman of the University Grants Commission Senior Professor Sampath Amaratunga, Election Commissioner General Saman Sri Ratnayake, Executive Director of the Institute for Democratic Reforms and Electoral Studies (IRES) Manjula Gajanayake, Secretary to the Ministry of Justice, Prisons and Constitutional Reforms Wasantha Perera, K.D.N. Ranjith, Secretary to the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government, Viyani Gunathilaka, Secretary to the Ministry of Public Security, Secretary to the Ministry of Mass Media Anusha Palpita and advisor to the Chair of the Sectoral Oversight Committee, Dr. K.A. Tillakaratne are also members of this Committee.

When the relevant sub-committee met in Parliament recently, this matter was discussed at length and the appointed expert Committee was called before the Committee to get expert opinions. Basic ideas and suggestions were presented there in preparation of a guideline proposal to make the public service in Sri Lanka an efficient and friendly service.

The sub-committee Chair presented to the expert committee the proposals to make the public service in Sri Lanka an efficient and friendly service by various government institutions and non-governmental organizations that were called to the sectoral monitoring committee on open and responsible government in the past. Taking such suggestions into account, the expert Committee agreed to prepare and finalize the relevant proposal within this year.

Attention was drawn to the attitudes of the public about the public service in this country. Inefficiency, lack of proper responsibility, corruption and fraud, lack of proper evaluation process, lack of proper coordination and political interference were also focused at the Committee meeting held.

Accordingly, the Committee agreed to prepare a guideline proposal to bring the public service closer to the public through the four points of openness, responsibility, efficiency and friendliness. The Committee also pointed out the need to regulate the implementation of the relevant proposals.

Jagath Kumara Sumithraarachchi, Chair of the Sectoral Oversight Committee on An Open & Accountable Government was also present at this meeting.

No strike on the coastal railway line (Update)

The Locomotive Operating Engineers Union has temporarily suspended its decision to withdraw from coastal train operations from 12 noheon today (June 06), following a discussion with the Railway General Manager this morning.  

The union, which was demanding a solution to the faulty signaling system on the coastal line, said it received a positive response during the meeting.

Train drivers to suspend coastal line operations today

Train drivers have decided to suspend coastal line operations from 12 noon today (June 06), citing unresolved issues with the signaling system between Panadura and Moratuwa.

According to Locomotive Operating Engineers Union General Secretary – Chandana Wiyanduwa, the decision follows a near-accident involving the Sagarika train yesterday (June 05), which was halted near Moratuwa, due to a broken rail track.

An individual had managed to alert the driver in time, preventing a possible tragedy.

The faulty signal system also led to a slow train from Panadura proceeding with a green light, unaware that another train was already on the same track and heading in the same direction, posing a serious safety risk.

Mervyn Silva Indicted, subsequently bailed

The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) today (June 06) formally handed over an indictment to former Minister of Labour and Public Relations, Mervyn Silva, before the Colombo High Court.

The charges allege that Silva violated provisions of the Bribery Act by possessing assets – including properties, vehicles, and bank accounts – worth several crores of rupees, which are suspected to be disproportionate to his declared lawful income.

The indictment was presented before Colombo High Court Judge Aditya Patabendi. Following the submission, the court ordered that the accused be released on bail.

‘Aswesuma’ granted to 400,000 more families while another 420,000 families lose it

The Ministry of Rural Development, Social Security and Community Empowerment says that an additional 400,000 families will receive the ‘Aswesuma’ relief allowance next month.

Minister Dr. Upali Pannilage stated that the selection process is at its final stages.

He also noted that benefits for 420,000 families in the transitional category have been suspended since last April.

Currently, 1.38 million families are receiving “Aswesuma” welfare benefits.
