Irrigation Ministry terminates contract with Chinese joint venture

The Sunday Leader newspaper has reported that the Ministry of Irrigation has suspended a contract that was given to a Chinese joint venture, which was supported by the Asian Development Bank.

It further states that the multi-billion rupee project was suspended after the project showed less than three percent progress in the last 18 months.

The news report further states:

The Rs 10.7bn initiative to build the North Western Province’s two largest reservoirs called Mahakithula and Mahakirula is now set to be further delayed as the ADB has said it cannot release funds for at least three years in view of Sri Lanka’s debt default.

The project was awarded to a joint venture between China CAMC Engineering Co. Ltd. (CAMCE) and Qingdao Municipal Construction Group Co. The contract falls under the ADB’s Mahaweli Water Security Investment Programme’s North Western Province Canal Project (NWPCP). The start date was March 31, 2021, and it was due to be completed in two years.

As early as November last year, however, officials had drafted termination letters as work was only inching forward. The companies bought time and eventually also cited the fuel shortages that started in March 2022.

A project report published on the ADB website this month states that physical progress was recorded as 2.4 percent by the end of June this year when it was expected to have been 45.4 percent.

“Work has been stopped by the contractor and physical progress has dropped,” it documents. “The main reasons for the slow progress of the contractor include delays in mobilising of contractor’s staff and equipment, delays in submitting the contractor’s deliverables, delays in carrying out site establishment activities and preparatory works, fuel shortage, and the broad incompetence of the contractor’s management team and senior engineering personnel.”

It was decided at a meeting between Treasury and Irrigation Ministry officials on Friday that termination notices will be served on the joint venture. It is likely that costs will be recovered from the bid bonds, authoritative sources said.

The objective of the NWPCP is to supply water from the Mahaweli River to areas experiencing scarcity through reservoirs and canals. Other phases of the project are continuing.

For instance, NEM Construction (Pvt) Ltd has made full physical progress in improving the Wemedilla left bank main canal up to Nabadagahawatta and in building a new sluice and tail canal, the ADB report indicates. The project cost is around Rs 926mn.

China State Engineering Corporation Ltd is implementing the Rs 7.2bn construction of the main canal from Nebadagahawatta to Mahakithula reservoir inlet tunnel.

“Key construction work and the progress achieved up to June 2022 includes canal construction, concreting and backfilling (73.80%), tunnel works (61%), canal structures (43.3%), and construction of transitions (28%),” the report states.

Dialog, Axiata Group & Bharti Airtel to merge operations in SL

Dialog Axiata PLC, Axiata Group Berhad, and Bharti Airtel Limited have signed an agreement to merge their operations in Sri Lanka.

Dialog will acquire Airtel Lanka, with Bharti Airtel receiving ordinary voting shares in Dialog as part of the deal.

The deal has been approved by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL).
The statement issued in this regard is as follows :

Dialog Axiata PLC (“Dialog”), Axiata Group Berhad (“Axiata”) and Bharti Airtel Limited (“Bharti Airtel”) (collectively “the Parties”), signed a Definitive Agreement to combine their operations in Sri Lanka. Under this agreement, Dialog will acquire 100% of the issued shares in Airtel Lanka, in consideration of which Dialog will issue to Bharti Airtel, ordinary voting shares which will amount to 10.355% of the total issued shares of Dialog by way of a share swap. The transaction is subject to the approval of Dialog’s shareholders and is pending the completion of specific conditions outlined in the Share Sale Agreement, including clearance from the Colombo Stock Exchange (CSE) and completion of other applicable legal, corporate and regulatory compliance procedures.

The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has granted its approval for the proposed merger, underscoring its vision to advance the adoption of telecommunications services across Sri Lanka.

This consolidation will enable the merged entity to garner economies of scale and reduce duplication of infrastructure, achieve synergies in technology and capital expenditure leading to enhanced high speed broadband connectivity, voice and value added services, cost savings and operational efficiencies.

WhatsApp is making it easier to find chats by introducing new features, US technology news website ‘The Verge’ has reported.

Meta is launching new filters that will appear at the top of your chat list: All (the default view), Unread (just messages marked as unread), and Groups (group chats and Community subgroups), it notes.

The filters start rolling out from Tuesday (16) and will become available to all WhatsApp users “in the coming weeks.”

Indigo launches Mumbai-Colombo direct flights

Indigo has expanded its connectivity to Sri Lanka adding Mumbai-Colombo direct flights from today (12), Airport and Aviation Services (Sri Lanka) (Pvt) Limited said.

Accordingly, Indigo will operate flights three times a week on Tuesdays, Thursdays and Fridays.

At present, Indigo operates to three destinations in India from Colombo (Chennai twice daily, Bengaluru once daily and Hyderabad six days per week). With this new route expansion, this will increase to four destinations, and it will contribute immensely to the development of travel, trade and tourism between Sri Lanka and India.

With the new addition, Indigo will operate 30 weekly flights to Colombo from four main cities in India.

“AASL recently had successful negotiations with Indigo to commence flight operations between Jaffna and Chennai, India. Accordingly, Indigo will commence direct flight operations between Jaffna and Chennai from June 1, 2024 onwards with daily flight operations. This connectivity will boost travel and trade in the Northern Province, strengthening the cultural and religious bonds between the two nations”, Eng.
