The contract for making number plates has again been given to Access Company on the condition that the new number plates should include the Radio-Frequency Identification (RFID) security system and the contract for manufacturing number plates is to be carried out under two agreements, it is reported.

However, according to internal sources, this is in violation of tender regulations.

They have violated the tender laws despite President Gotabhaya Rajapaksa having appointed a special independent commission to look into these matters.

This new system is said to consist of the Radio-Frequency Identification (RFID) chip and according to the agreement this chip should be included in the number plates no sooner the new number plate distribution begins.

With the help of several high ranking officials at the TMV, Access had extended their contract by another six months after it lapsed on May 01, 2019 and had signed two agreements for two matters in the same tender.

While the tender was for the provision of number plates containing the Radio-Frequency Identification (RFID) chip, and accordingly, only one agreement could be signed and not two.

It was reported earlier that four higher officials of the RMV had taken bribes to extend the contract of the firm assigned to manufacture vehicle number plates consisting of the RFID chip.

Moreover, although the tender is generally awarded for a period of five years, this company has been extending it for the past 15 years.

The RFID sticker formula which fleeces the poor

Meanwhile, there are allegations that the RFID sticker provided to motorcyclists to be pasted on their front lights is a waste of money as it is not practical for it to be pasted on the front lights.

By pasting it on the front light, the sticker heats up when the front lights are on and within a short period the sticker is destroyed.

As a result, the motorcyclists are forced to keep purchasing this sticker quite frequently. However, this may benefit the manufacturers of the sticker, but for the poor motorcyclists it is nothing but a cunning way to empty their wallets.  

These contractors are said to be engaging in such cheap antics when there are more modern systems as the RFID chip which can be embedded into the number plate.

This is a more secure system and far better than the sticker which could be tampered with, according to experts.

It is also reported that this company is misleading all officials and engaging in devious ways to make money and they also bribe those willing to assist them in their unethical and cheating business practices.

RMV workers stagnating for many years

Meanwhile, out of the 895 of the employees of RMV 222 have not been given transfers and have been stagnating in the same position for over 15 years.

Generally, a state employee could serve in the same department for a period of five years only.

As a result of the staff serving in one place for a long period, one single company has been receiving the contract for the printing of driving licenses from 2009 to 2018 and the contract for the manufacture of license plates from 2000 to 2017 October. This has also led to many corrupt and fraudulent transactions, economic experts have pointed out.
