Rajapaksa is to attend a religious function at a Buddhist temple in California at the invitation of Ven. Walpola Piyananda Thera’s Dharma Vijaya Foundation.
Several of his representatives have met the California mayor to discuss arrangements for the visit, when they were told about the problem.
According to the mayor, Rajapaksa would not have diplomatic immunity and an organization or individual could go to court, accusing him of human rights violations and seeking an order for his arrest.
As a result, only MP Dinesh Gunawardena and ex-defence secretary Gotabhaya Rajapaksa will attend the religious function in California.
Piyananda Thera, Chief Sangha Nayake of America, is the international religious affairs advisor of the ex-president.
