CIABOC, CID launch probe on Deshabandu’s assets

The Commission to Investigate Allegation of Bribery or Corruption (CIABOC) has begun a probe on the assets of suspended Inspector General of Police (IGP) Deshabandu Tennakoon.

The investigation began following the discovery of a large stock of foreign liquor, hampers filled with gifts and various food items during a search of Mr Tennankoon’s Hokandara residence.

The Sunday Times understands that the Criminal Investigation Department (CID) has also launched a probe to look into whether the suspended IGP had committed any offences under the Prevention of Money Laundering Act in acquiring assets.

It is alleged that several assets Mr. Tennakoon has accumulated have not been registered in his name. The probe will focus on whether he had obtained assets using other people as cover.

Public Security Minister Ananda Wijepala, meanwhile, told the Sunday Times that the government intends to file legal action against Mr. Tennakoon for dereliction of duty during the ‘Aragalaya’ period.

The Bribery Commission’s investigation into Mr. Tennakoon has been launched on the basis of submissions presented by Additional Solicitor General Dileepa Peiris, PC, in the case over the 2023 Weligama shooting incident, in which an officer from the Colombo Crimes Division was killed. He opposed bail being granted to the suspended IGP after Mr. Tennakoon surrendered to the Matara Magistrate’s Court.

Mr. Tennakkon has been remanded till April 3.

While Mr Tennakoon has been suspended from functioning in his duties as the IGP by the Supreme Court since July last year and he is technically still the IGP, Senior DIG Priyantha Weerasooriya serves as Acting IGP.

The National Police Commission too does not have the power to interdict the IGP. Since the IGP is appointed by the Constitutional Council (CC) on the recommendation of the President, taking disciplinary action against him falls on the President and the CC. Removal of the IGP, however, will require an impeachment motion to be presented to Parliament.

Major reforms planned for bus transport

Minister of Transport, Highways, Ports, and Aviation, Bimal Rathnayake, recently held a special discussion with officials from the National Transport Commission (NTC), the Sri Lanka Transport Board (SLTB), and the Provincial Road Passenger Transport Authorities across nine provinces. The meeting led to several key decisions aimed at modernizing and improving the country’s road passenger transport sector.

Among the major initiatives discussed were:

Immediate implementation of an integrated bus timetable for the Puttalam route.
Launch of a pilot project on Route 138, where all buses operate under a single association with profit-sharing arrangements.
Installation of GPS and CCTV systems in buses for improved monitoring and safety.
Development of an online ticket booking system in collaboration with the Ministry of Digital Technology.
Introduction of random drug and alcohol testing for bus drivers.
Mandatory issuance of bus tickets through electronic ticketing machines (implementation phase in progress).
Formulation of specifications for buses used in passenger transport.
Mandatory seatbelt usage for bus drivers.
Identification of new roads/routes for the addition of new bus services.
Provision of WhatsApp numbers for passengers to report complaints about buses, with numbers prominently displayed inside buses.
Minister Rathnayake emphasized the need for swift action to implement these measures and instructed officials to continuously monitor and report on the progress of each initiative.

Chongqing gears up for 25th Lijia International Intelligent Equipment expo

Ex-President Ranil to appear before CIABOC today

Former President Ranil Wickremesinghe is scheduled to appear before the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) today (April 28) at 9.30 a.m.

He has been summoned to record a statement over the statement he had made on MP Chamara Sampath Dassanayake.

Former President Wickremesinghe, who was initially summoned to the CIABOC on April 17 but requested a postponement. He had requested a date after April 27th to appear before CIABOC, citing that his lawyer Ronald Perera is currently abroad.
