COPE summons ex-chairman of NYSC

The Committee on Public Enterprises (COPE) disclosed that a sum of approximately Rs. 188 million has been issued in cheques for the Smart Youth Exhibition and Musical Concert, signed by the former Chairman of the National Youth Services Council on the day before the Presidential Election.

It was further disclosed that the former Chairman had signed these cheques without the approval of the Board of Directors, exerting pressure on officials, and that this took place the day before the 2024 Presidential Election. 

Accordingly, when questioned by the Committee, officials stated that cheques worth approximately Rs. 100 million had been received by the Treasury on the eve of the Presidential Election and that the said cheques were issued given the pressure exerted by the former Chairman. 

They also stated that they were compelled to proceed with the payments upon the recommendation of the former Chairman, who was also the Chief Accounting officer of the National Youth Services Council at the time. Officials stated that failure to comply would have resulted in their transfers. Consequently, the issuance of cheques amounting to approximately Rs. 188 million took place on the evening before the Presidential Election, as further highlighted by the officials.

The COPE Chair, MP Dr. Nishantha Samaraweera, pointed out that this was a highly sensitive issue. He stated that the former Chairman of the National Youth Services Council had misappropriated funds by using state officials as pawns. He also emphasized that officials should have the courage to oppose such actions. The COPE Chair urged all public officials to fulfill their assigned responsibilities without being misguided.

During the extensive discussion on this matter, it was pointed out that the then-Director Finance of the National Youth Services Council was present at the ongoing Committee meeting, however has remained silent throughout, making no remarks until the Committee came to an end. Members of COPE expressed their objection to his attempt to remain silent while his subordinates were presenting statements. 

The Committee pointed out that such behavior misled the proceedings and stressed the need for disciplinary action against the individual.

It was further decided to summon the former Chairman of the National Youth Services Council before COPE, and to recall the institution for further discussions on the following day (20).

The stated disclosures were made at the Committee on Public Enterprises (COPE), Chaired by Member of Parliament Dr. Nishantha Samaraweera, held yesterday (Feb. 18) in Parliament. 

The session reviewed the Auditor General’s reports for 2022 and 2023 pertaining to the National Youth Services Council and Sri Lanka Youth Services (Private) Ltd., as well as the current operational performance and progress in implementing recommendations from the Committee on Public Enterprises meeting held on November 16th, 2021.

During the Committee meeting held, attention was also drawn to the allocation and expenditure of Rs. 538,080,000 by the National Youth Services Council for events held between the 8-month period of January to August 2024. These included the Smart Youth New Year Festival, National Youth Vesak Festival, National Youth Poson Zone, Jaffna District Youth Conference, 31st Night Youth Celebration, and the Smart Youth Exhibition and Musical Concert. It was disclosed that although Rs. 398 million had been allocated under the Youth Development Program of the Presidential Secretariat, the funds were not released due to deficiencies in the invoices.

Additionally, it was disclosed that, contrary to standard procedures of registering suppliers at the beginning of the year, the former Chairman of the National Youth Services Council had procured supplies from individuals of his choosing rather than through a proper tender process. Moreover, it was disclosed that cheques had been issued without the designated recipient being present, allowing them to be collected by other individuals.

Further concerns were raised regarding the lack of financial discipline within Sri Lanka Youth Services (Private) Ltd. and the failure to conduct internal audits. COPE also focused on the appointment of 25 officers holding permanent positions at the National Youth Services Council to positions within the National Youth Services Cooperative Society under both permanent and temporary carders. The implementation of prior decisions taken by the Committee on Public Enterprises was also examined.

Given the numerous irregularities identified, the Committee recommended that a report be submitted to COPE within a month regarding the necessity of the National Youth Services Council, Sri Lanka Youth Services (Private) Ltd., and the National Youth Services Cooperative Society, along with the other related matters.

However, it was civil engineer Pasindu Gunaratne who served as the NYSC chairman during the aforementioned time period. US embassy – NDDCB conducts training to combat synthetic drug threat

The U.S. Embassy in Sri Lanka, in collaboration with the National Dangerous Drugs Control Board (NDDCB), concluded a two-week regional training initiative focused on identifying and analyzing synthetic drugs and new psychoactive substances, particularly fentanyl and its analogs – substances that have become an urgent global concern. 

The training culminated in a formal handover ceremony of drug testing equipment, where U.S. Deputy Chief of Mission Jayne Howell, Deputy Minister of Public Security and Parliamentary Affairs Sunil Watagala, and NDDCB Chairman Dr. Indika Wanninayake presided over the presentation of the Radian ASAP instrument to Sri Lankan authorities. 
As part of the U.S. Department of State-funded regional initiative, Upgrading Forensic Lab Capabilities, the Bureau of International Narcotics and Law Enforcement Affairs (INL) has partnered with the Colombo Plan to strengthen synthetic drug detection across South Asia. Forensic professionals from Sri Lanka, Maldives, Bangladesh, and Nepal participated in two weeks of intensive classroom and hands-on training in Colombo to prepare for the installation of advanced drug detection equipment in their national laboratories. 

Each country will receive a Radian ASAP drug testing machine—a compact, cutting-edge system designed for rapid, high-confidence screening of synthetic substances in under a minute. Requiring no complex sample preparation, this technology is ideally suited to detect emerging drug threats efficiently and bolster regional forensic capabilities. 

This initiative aligns with broader U.S. efforts to disrupt the supply chains of synthetic opioids worldwide, reflecting recent White House executive actions taken to combat the global spread of fentanyl. In the United States, these substances have been declared a national emergency, with focused measures to block precursor chemicals and hold illicit producers accountable. 

During the handover ceremony of the drug testing equipment, U.S. Deputy Chief of Mission Jayne Howell stated: “The United States is confronting the fentanyl crisis at home and abroad because the threat knows no borders. That’s why we’re investing in regional partnerships like this one—to stop synthetic drugs before they take hold. Through this initiative, we’re not only sharing advanced tools and training, we’re reinforcing a shared commitment to public health and regional security. This work reflects broader U.S. efforts to disrupt global synthetic opioid supply chains and protect communities across the Indo-Pacific.” 

Equipment donations to labs in Maldives, Bangladesh, and Nepal are scheduled to follow. The U.S. remains committed to strengthening the region’s ability to detect and disrupt synthetic drug flows through technical cooperation and capacity building.

SLTB to recruit female drivers and conductors

The Sri Lanka Transport Board (SLTB) is to recruit drivers and conductors on a contract basis, the state owned ‘Daily News’ reports.

According to the report, there are 425 vacancies for male drivers and 25 female drivers will also be recruited.

There are 275 vacancies for male conductors and 25 female conductors will also be recruited compulsorily, the report adds.

The report further notes : 

This endeavour aims to strengthen the public transport service, which is currently operational with over 25,000 employees in 107 depots across the country. A newspaper advertisement was published yesterday with the deadline for applications being July 31.
Applicants are required to present their original School Leaving Certificate (Student’s Progress Report) and other educational certificates at the interview.

The SLTB emphasised that incomplete or non-compliant applications will be rejected.

Welfare Benefits Board Chairman resigns?

The Chairman of the Welfare Benefits Board (WBB) – the body responsible for distributing the ‘Aswesuma’ benefit, has submitted his resignation to the Ministry of Finance, state owned newspaper ‘Silumina’ reports.

Retired special grade officer of Sri Lanka Administrative Service (SLAS) – Mr. Jayantha Wijeratne was recommended for the post by the then President in Aug. 2023.

Following the  approval of the Constitutional Council, the appointment was made through letter PED/S/BDA/2022 issued by the Secretary to the Ministry of Finance, Economic Stabilization & National Policies.

Meanwhile, 299,532 beneficiaries have been selected for the second phase of the ‘Aswesuma’ program.

Appeals and objections will be accepted until July 21.
