Error in existing PAYE data – CoPF

The Committee on Public Finance questioned why only around 800,000 are falling under the tax net when there are approximately 08 million in the workforce. 

The officials representing the Ministry of Finance and the Deputy Ministers Dr. Harshana Suriyapperuma stated that the system is as such that only around 800,000 out of the approximated 8 million satisfy the tax threshold.
The Committee on Public Finance met in Parliament on the 18th March 2025, Chaired by MP Dr. Harsha de Silva to discuss the Inland Revenue (Amendment) Bill to amend the Inland Revenue Act, No. 24 of 2017.

This matter was discussed when the Committee took into consideration the proposal that PIT (Personal Income Tax) relief be increased from Rs. 1,200,000 per annum to Rs. 1,800,000 per annum under the Bill.

Accordingly, the said Bill while proposing PIT (Personal Income Tax) relief to be increased from Rs. 1,200,000 per annum to Rs. 1,800,000 per annum, also Income Tax rate on betting and gaming, tobacco and liquor industries to be increased from 40% to 45%.

Furthermore, export of services will be liable for income tax at the rate of 15% and proposals have also been made that the Withholding Tax (WHT) rate on interest be increased from 5% to 10%.

Considering PAYE data analysis in-depth, the Committee on Public Finance concluded that there is an error in the existing data. Accordingly, the Committee Chair directed the officials to provide an accurate data analysis to the Committee.

Moreover, it was also disclosed at the Committee on Public Finance that the implementation of obtaining a Taxpayer Identification Number (TIN) is essential for paying taxes / importing/exporting or obtaining any services from the Inland Revenue is not functioning. The Committee instructed the officials present to update the Committee on the status regarding the smooth execution of the process.

Considering the proposal on Income Tax rate on betting and gaming, tobacco and liquor industries to be increased from 40% to 45% the Committee expressed its dissatisfaction over the failure of the Ministry to duly establish a casino regulator. Furthermore, the Committee Chair also expressed its dissatisfaction given that the Inland Revenue Department had failed to provide proper data requested by the Committee previously on the revenue received from Casino operations of the last 5 years.

The Committee also questioned the official present regarding having to pay 25% for tax appeal. The Committee questioned if it is ethical to demand a cash deposit instead of a bank guarantee when making an appeal. 

Deputy Minister Dr. Harshana Suriyapperuma stated that people use the appealing mechanism as a tool to avoid paying revenue due to the government and hence a cash deposit in replace of a bank guarantee has been proposed. Committee directed the officials to provide data analyzing the cases for better understanding to arrive at a conclusion on the matter.
This meeting was attended by Deputy Minister Dr. Harshana Suriyapperuma along with Members of Parliament Ravi Karunanayake, Wijesiri Basnayake, Nimal Palihena.

‘Sisu Sariya’ bus driver, conductor suspended after student falls

The National Transport Commission (NTC) has said that an investigation into the recent incident where a student fell from the footboard of a ‘Sisu Sariya’ school bus, has revealed that the accident had resulted from the careless and negligent behaviour of both the driver and the conductor.

Issuing a statement, the NTC noted that, based on the preliminary findings, the Road Passenger Transport Authority of the North Western Province has taken steps to temporarily suspend the services of the driver and conductor involved.

Govt to approve import of 300,000 MT of maize

Minister of Agriculture, Livestock, Land and Irrigation – K.D. Lal Kantha has announced that the government has decided to import 300,000 MT of maize.

Speaking to the media after attending a District Development Committee meeting at the Kandy District Secretariat yesterday (July 03), the Minister explained that this decision was taken to prevent traders from artificially inflating maize prices.

He stated that certain large and medium-scale businesses dealing with animal feed have been hoarding maize, buying it from farmers at fair prices and reselling it at much higher rates.

According to the Minister, these traders were trying to push maize prices up to Rs.190-200 per kilogram, which would have driven up the cost of eggs to Rs.200 each and increased meat prices significantly.

The Minister emphasized that while businesses are entitled to make a profit, the government will not allow unfair price manipulation. He also noted that, in the past, even ministers profited from animal products, but those days have ended and racketeers will not be allowed to control the market.

To prevent excessive price drops that could hurt farmers, the Food Security Committee has proposed imposing a tax on imported maize, he said.
