Met dept. issues red alert as over 77,000 affected

The Met Department has issued a ‘Red’ alert warning that the depression over the southwest Bay of Bengal has intensified into a deep depression.

The system was located to southeast about 170km of Batticaloa and 240 km of Trincomalee at around 11:00am today (26) and it is likely to move closer to the east coast of the island and intensify further into a cyclonic storm by tomorrow (27).

Under influence of the system, cloudy skies will prevailed over most parts of the island. Very heavy showers and strong gusty winds can be expected in Northern, Northcentral, Eastern, Uva, Northwestern and Central provinces, the Department said.

Showers or thundershowers will occur at times in most places of the island. Very heavy showers above 200 mm are likely at some places in Northern, North-central, Eastern, Central, Uva and Southern provinces and in Puttalam district.

Heavy showers above 100 mm are likely at several places elsewhere of the island.

In its advisory for sea areas, the Department said the deep and shallow sea areas around the island will be rough to very rough, with wind speeds up to 60-70 kmph at times. Very heavy showers or thundershowers are likely at some places areas around the island.

The swell waves, about 2.5–3.0 m height (this is not for land area) may increase in the sea areas off the coast extending from Batticaloa to Kankasanthurai via Trincomalee. There is a possibility that near shore sea areas off the coast extending from Batticaloa to Kankasanthurai via Trincomalee may experience surges due to swell waves.

The Met Department warned naval and fishing communities not to venture to the deep and shallow sea areas around the island until further notice.They are also requested to be attentive about future advisories issued by the Department of Meteorology in this regard.

The Department requested the general public to be vigilant regarding the impending extreme weather situation from November 26 to 27.

The public is also requested to contact local disaster management authorities for emergency assistance and to be attentive about future advisories issued by the Department of Meteorology in this regard.

It said that the bad weather-related incidents have resulted in the dead of one person and injured another 05.

A total of 2,770 individuals from 821 families are currently in emergency relief centres while six houses have been completely destroyed and 265 houses have been partially damaged, according to the DMC.

Also, atotal of six flights scheduled to land at the Bandaranaike International Airport (BIA) in Katunayake have been diverted to the Mattala Airport and the Thiruvananthapuram International Airport in India due to adverse weather conditions.

03 flights from Narita, Dubai and Chennai have been diverted to Thiruvananthapuram International Airport while another 03 from Chennai, Male and Abu Dhabi have been diverted to Mattala Airport, reports say.

IMF grants waivers despite obligation breach & erred reporting

The Executive Board of the International Monetary Fund (IMF) reviewed non complying purchases made by Sri Lanka under the 2023 Extended Arrangement under the Extended Fund Facility (EFF) as well as inaccuracies of information reported to the IMF.

However, the IMF has decided to grant waivers and not pursue further action, citing corrective measures and a commitment to reform by Sri Lankan authorities.

Following the Executive Board’s discussion, Deputy Managing Director and Acting Chair – Mr. Kenji Okamura, has issued the following statement:

“The Executive Board of the International Monetary Fund (IMF) reviewed non complying purchases made by Sri Lanka under the 2023 Extended Arrangement under the Extended Fund Facility (“EFF”), as well as a breach of obligations under Article VIII, Section 5. The noncomplying purchases arose as a result of the provision of inaccurate information by the authorities on the stock of expenditure arrears at the first, second, and third reviews under the EFF.

“The inaccuracies in information provided to the IMF were inadvertent and arose because of weaknesses in the timely reporting of arrears by line ministries to the Ministry of Finance, as well as a misunderstanding by the authorities of the definition of “arrears” under the Technical Memorandum of Understanding. 

“The Executive Board positively considered the authorities’ corrective actions, the fact that arrears repayments will be accommodated within the existing fiscal envelope, and the authorities’ commitment to improving public financial management procedures in line with the new PFM law, to reduce the risk of accruing arrears or inaccurate reporting of information going forward. In view of the above, the Executive Board agreed to grant waivers for the nonobservances of the quantitative performance criterion that gave rise to the noncomplying purchases and decided not to require further action in connection with the breach of obligations under Article VIII, Section 5.”

Tense situation in Kahawatta as residents clash with police

Police had been compelled to use tear gas to control a tense situation that erupted between residents and police in Kahawatta following the funeral of a youth who was shot dead recently.

The funeral was held today (July 03) and the clash had broken out shortly afterwards.

Residents had expressed anger over the handling of the and had hurled stones at the police, reports say.
