Most senior in the special grade?

The official publication in this regard was approved by the Cabinet in June 2015.
Further, according to the Inland Revenue service statute, the appointment of the Commissioner General should be based on seniority.

Wasanthi Manchanayake ousted after government change

If seniority is considered as the key factor, Wasanthi Manchanayake would be the most senior officer of the special grade.

However, in 2014, during the previous regime Wasanthi Manchanayake had served as the Commissioner General of the Inland Revenue Department, but she was replaced by Kalyani Dassanayake.
