SC quashes Cabinet decision granting Paget Road residence to Maithripala

The Supreme Court on Thursday (29 Feb.) quashed the Cabinet decision allowing former President Maithripala Sirisena to occupy his official residence at Paget Road in Colombo 07 even after he left office.

Accordingly, the court stated that an order will be issued invalidating the Cabinet decision taken on 15 October 2019 in this regard.

The relevant court order was issued by Supreme Court Justice Priyantha Jayawardena, with the concurrence of Justices Gamini Amarasekera and Kumudini Wickremasinghe, upon consideration of a Fundamental Rights (FR) petition filed by the Centre for Policy Alternatives (CPA) and its Executive Director Dr. Paikiasothy Saravanamuttu.

The petition further sought a court order stating that former President Sirisena had violated several fundamental rights of the public by taking decisions pertaining to his own privileges and rights during his tenure as the President, thereby making him the head of the Cabinet of Ministers.

Announcing the verdict, Supreme Court Justice Priyantha Jayawardena highlighted that the relevant Cabinet decision made by Sirisena was, in fact, unlawful, given that he was both, the President and the head of the Cabinet of Ministers at the time the decision in question was taken.

In their petition, the CPA and Dr. Pakiasothy Saravanamuttu claimed that the residence in question is of great financial value to the country, and thereby stated that such an allocation for a former President was irrational, illegal and arbitrary, and also violated several fundamental rights of the country’s citizens including that of the right to equality.

Fmr. Netball captain faces doping charges!

It is reported that a former netball captain has failed a random doping test conducted by the Sri Lanka Anti-Doping Agency (SLADA).

It is revealed that the player in question had taken Anabolic steroids.

Test results were issued to the Doping Control Laboratory in Qatar yesterday morning (May 08), and it has been confirmed that the athlete’s samples contained traces of this banned stimulant.

Speaking to the media, head of SLADA – Dr. Shiromi Pilapitiya has said that a probe is being conducted in this regard, and a statement will be issued today (May 09).

If the athlete is found guilty in the probe, she could face a ban from one to 04 years, reports say.

Overseas travel ban imposed on Diana Gamage

The Colombo Magistrate Thilina Gamage has issued an overseas travel ban on former State Minister Diana Gamage today (May 09).

This order was issued after considering a request made by the attorneys of the petitioning party in the case related to her dual citizenship.

Copies of the order were also forwarded to the office of the Controller General of Immigration and Emigration and the Office of the Director of National Intelligence.

Meanwhile, the Secretary-General of Parliament has informed the Election Commission that a Parliamentary seat in the Ninth Parliament has become vacant from 08 May 2024, due to the cancellation of Diana Gamage’s parliamentary seat.

President makes special statement in Parliament

In a special statement in parliament today (09), President Ranil Wickremesinghe said he assumed leadership of the country without any conditions, despite being a sole member of Parliament.
He cited his well-thought-out plan, extensive experience, & international relationships as reasons for his confidence in the country’s recovery from its challenges.

For the reconstruction of the fallen country, economic stabilization and recovery programs were formally implemented. As a result, the President said that the journey of economic growth has started from the middle of 2023.

The President noted that economic growth is projected to be around 3% this year, with several local and international financial institutions offering similar forecasts.

Currently, the country’s inflation has dropped to 1.5%, and the primary account balance, which had been in deficit for many years, has turned into a surplus of 0.6% of GDP in 2023.

Additionally, after many decades, there’s a surplus in the current account of the balance of payments in 2023 & interest rates have decreased to between 10% & 13% over the year.

By the first quarter of 2024, we were able to reach the US$ exchange rate below Rs. 300. Highlighting an increase in foreign exchange reserves surpassing US$ 5 billion, the President attributed this success to navigating a challenging yet correct path.

President Ranil Wickremesinghe outlined key objectives regarding debt restructuring in Sri Lanka. By 2032, the aim is to decrease the nation’s total debt to 95% of GDP, maintain the government’s gross financial requirement at 13% annually & ensure foreign debt servicing remains below 4.5% annually.

The President also emphasized the necessity of ensuring debt sustainability for long-term economic progress. To address this, an anti-corruption program based on the Governance Diagnostic Report, with support from the IMF has been initiated, he said.

President Ranil Wickremesinghe announced a substantial increase in funding for relief programs targeting impoverished communities, surpassing three times the Samurdhi subsidy. The allocation of Rs.205 billion for these programs in 2024 represents the largest amount ever dedicated to supporting the impoverished, he added.

The President noted that the strengthening of the Rupee has led to lower prices for imported goods such as gas, fuel & milk powder. Additionally, he mentioned that decreased interest rates have positively impacted the entrepreneurial sector.

The President further announced that public sector salaries may be reconsidered in 2025, citing the anticipated economic growth & increased government revenue in 2024.
