COPA visits Ratmalana Railway Maintenance Yard

A large area of the worksite covered with machinery and equipment that needs to be removed – Committee Members

Members of the Committee on Public Accounts (COPA) undertook a field investigation visit to the Ratmalana Railway Maintenance Yard.

This observational visit was conducted on May 22, under the directives of MP Aravinda Senarath, the Chair of the Committee. Participating in this visit were the State Minister Sugath Thilakaratne and Members of Parliament Chandana Sooriyaarachchi, Oshani Umanga, Ruwanthilaka Jayakody, Thushari Jayasinghe, Attorney-at-Law, T.K. Jayasundara, Susantha Kumara Nawarathna, and (Dr.) Janaka Senarathna.

During the COPA meeting held on the 9th to discuss the Auditor General’s Report for 2023 and the current performance of the Department of Railways, it was disclosed that 63 railway engines and 40 power sets belonging to the department had been parked within the premises of the Main Mechanical Engineering Office and railway stations in Ratmalana for a period ranging from 1 to 8 years. It was also observed that the machinery and workshops of the Department of Railways were underutilized. In light of these findings, Members of Parliament undertook this observational visit to further investigate the matter.

During the visit, Mr. Nishantha Perera, Chief Mechanical Engineer at the Ratmalana Railway Maintenance Yard, and Ms. Nilupa Ekanayake, Deputy Mechanical Engineer, briefed the Members of Parliament on the relevant sites, and demonstrated the practical operations of the respective areas.

Following the site inspection, the Hon. Members of Parliament pointed out that a large portion of the yard was occupied by removed machinery and equipment. They also highlighted that certain machinery was not stored in environmentally appropriate conditions, and that some equipment had been purchased in excessive quantities. The Members stated that all findings from this observational visit would be presented to the Committee on Public Accounts as well as to the Ministerial Consultative Committee on Transport.

A group of officials from Parliament also participated in this observational visit.

Ex ministers Mahindananda – Nalin jailed over Carrom board case

The Colombo Permanent High Court Trial-at-Bar today (May 29) sentenced 02 former ministers over their involvement in a major corruption case linked to the importation of sports equipment, which is infamously known as the ‘Carrom Board’ case.

Ex-Sports Minister Mahindananda Aluthgamage was sentenced to 20 years of rigorous imprisonment while former Trade Minister – Nalin Fernando was sentenced to 25 years of rigorous imprisonment for his involvement in the case as the Lanka Sathosa Chairman at that time.

The case, filed by the Commission to Investigate Allegations of Bribery or Corruption (CIABOC), stated that 14,000 carrom boards and 11,000 checkers boards were imported by the Sathosa institution for distribution to sports clubs during the 2015 Presidential Election. The total financial loss to the state was estimated at Rs. 53.1 million.

The verdict was delivered by a three-judge bench comprising Justice Pradeep Hettiarachchi, Justice Pradeep Abeyratne, and Justice Mahesh Weeraman.

The indictment included six counts under Section 70 of the Bribery Act.

The court ruled that the charges brought against the accused had been proven beyond a reasonable doubt.

The case was heard for over 06 years.

BoC employees to strike over unpaid incentives

Employees of all Bank of Ceylon (BoC) branches have decided to walk out of service at 12.30 pm today (May 29).

The decision has been taken over the current management not taking the initiative to provide them with the 06-month incentive package approved by the Board of Directors, according to the Bank Employees’ Union.

Central Committee member of the Bank Employees’ Union – Najith Wijeratne, stated that they will initiate a token strike if this issue is not resolved by June 06.

BoC employees have also held lunchtime protests yesterday (May 28) in front of 22 branches in major cities islandwide.
